When a file is downloaded from the Internet using a web browser and this download is interrupted or still being downloaded then a file that uses the extension .download is created, this contains information regarding the download which can be used if the download is stopped or paused to resume downloading again, usually these files are renamed to the correct extension once the download is complete.
