Files with the .blf file extension are used by Windows Vista and Windows Seven as a backup file when changes are made to the registry. When changes are made in the registry the changed values are first written to the .blf file so that if there are problems then the changes can be undone.

These files are usually found in the folder "Users/Account Name" as they are specific to the account that they are created for.
