CAD programs such as AutoCAD or Autodesk Design Review are able to open, edit and save DWF files.

These files are in the Autodesk Design Web Format which makes it easier to transport the files between computers due to them being copmpressed.

Using the Autodesk Design Review you can view, print, and mark up DWF files.
