XSL or XSL-FO (Extensible Stylesheet Language - Formatting Objects) as it is also known is a markup language that is used to define how xml is formatted for being shown on screens, printed or by using other media. The Formatted Objects Form which uses the .fo file extension is an xsl-fo file these can added or integrated in to databases that support the xml format.
