PART or Partially Downloaded File are usually created when programs that manage downloads have not completely download the file. For all intents and purposes the PART file are temporary files that are usually deleted or converted in to the correct format once the file has completed downloading.
In most cases it is possible to resume downloading part files after they have been stopped or paused which is useful when large files are being downloaded.
