Both Adobe Reader and Adobe Flash Player use the Adobe Download Manager to deliver them to the user, the program is able to resume a download if for some reason it is stopped or paused to do this it uses temporary files which have the .dlm file extension, once the download is finished the download is saved using its original file extension.

The download manager is not available as a standalone product and is installed automatically when either the Adobe Reader or Flash Payer are installed.
